Contractor overbills Holmes Beach by almost $100K

HOLMES BEACH, FL (WFLA) -

A Former contractor of the city of Holmes Beach turned himself in and was arrested on a charge of Scheme to Defraud the city for almost $93,000, police said.

According to the Holmes Beach police report, the city contracted Chris Arnold in June 2012 to replace the city curbs. The contract was for a total of $215,551.

In April this year a former of Arnold's crew told the city officials that Arnold only worked on half of all the curbs he was contracted to replace. He told his crew to paint over the rest of them, the crew member said.

According to the police report, Joe Duennes, the former superintendent of Public Works who was supposed to inspect the job sites, signed off on them without looking. He admitted he didn't inspect the sites while interviewed by police.

Police investigation revealed, a total of 4135 linear feet of curbs were painted over. So Arnold over-billed the city by a total of $92,830.50

Holmes Beach police are reviewing other contracts to determine if they need to press more charges against Arnold.
