Benson woman struck and killed on Capital Beltway

A woman was struck and killed on the Capital Beltway after she apparently left a car she was riding in to smoke a cigarette.
The Virginia State Police says in a statement that multiple witnesses saw the woman Friday night just after 10 p.m. She was wandering into and then running across travel lanes of I-495 east at the 173 mile marker, just east of the Eisenhower Connector exit.
The Virginia State Police says a 2007 Subaru SUV was unable to avoid a collision with the woman and struck her. The woman, 27-year-old Echo D. Davis of Benson, N.C., died at the scene.
The crash also caused a second chain-reaction crash involving four vehicles. State Police say three vehicles were stopped due to the crash ahead when a fourth vehicle hit them. State Police said the drivers of the second and third vehicles were transported to hospitals for non-life-threatening injuries.
The driver and passenger of the fourth vehicle both fled the scene. The driver 32-year-old Ascencio Fabian of Springfield, Va., was caught and charged with driving under the influence and hit-and-run. Fabian did not appear to have a listed telephone number.
